To meet the growing needs of our community and advance our strategic goals, BSP is proud to offer free immigration legal services to SEIU-USWW members. We recognize that immigrant workers are essential to the industry, and we are committed to providing the resources and support workers need to thrive.

BSP Immigration Legal Services offers trusted guidance and dedicated support to SEIU-USWW members, helping them navigate the complexities of the U.S. immigration system with confidence. As a Recognized Organization accredited by the U.S. Department of Justice's Office of Legal Access Programs (OLAP), BSP provides reliable assistance with immigration services.

Meet the team:

Dulce Garcia - Supervising Immigration Attorney

Dulce Garcia grew up in Logan Heights, San Diego. Dulce is a migrant and found it impossible to find financial aid after high school. So, she attended community college at night, and worked as a paralegal in a law office during the day. Oftentimes, she held other jobs including waitressing, parking cars, tutoring, selling flowers and retail. She paid her way through school, and subsequently transferred to the University of California San Diego where she received her bachelor's degree in Political Science. She attended law school at Cleveland Marshall College of Law where she received her Jurisprudence Doctorate with a concentration in Civil Litigation.

Dulce has provided hundreds of free consultations and dozens of Know Your Rights workshops to inform community members of their rights. She has represented low-income clients in court in collaboration with the Mexican Consulate and various nonprofit organizations. Dulce was in the Supreme Court on November 12, 2019 defending DACA.

She served two terms as the Chair of the San Diego Immigrant Rights Consortium, a coalition of over 50 organizations. Most recently she served as the Director, U.S.-Mexico Border Programs at Kids in Need of Defense (KIND) where she provided critical leadership and oversight to attorneys working with children and families along the U.S.-Mexico border.

Marcelo Avendaño - Immigration Relations Consultant

Marcelo Avendaño is a dedicated legal professional with a strong background in immigration law and education. Originally from El Salvador, he earned his LL.M. from Loyola Law School, Los Angeles, in 2019 and has been working in immigration law ever since. Recently passing the California Bar Exam, Marcelo brings expertise in legal advocacy and policy, with a deep commitment to supporting immigrant communities. His experience as both an attorney and educator allows him to navigate complex legal challenges while empowering individuals through knowledge and representation.

Daniel Alfaro - Immigration Referral Network (IRN) Associate

Daniel Alfaro is an accomplished project manager and strategist with extensive experience driving transformational initiatives across education and nonprofit sectors. He holds an MBA in General Management from Indiana University and has a proven track record of leadership and innovation.

At UC San Diego, Daniel led transformative efforts to improve student engagement and retention among undocumented students, implementing strategies that have been adopted by other universities. At Alliance San Diego, he managed large-scale immigration service grants and spearheaded community-focused outreach initiatives, delivering vital services to immigrant communities across San Diego County.

Daniel’s expertise in fostering partnerships, optimizing resources, and executing strategic plans reflects his dedication to empowering communities, fostering innovation, and achieving measurable results through collaboration and effective leadership.
